Clear Creek ISD is expanding an instructional support program to all 46 campuses after nine targeted schools posted average test score gains of 4.6 to 6.5 points in a single year.

The roughly 39,684-student district placed campus instructional specialists and district content specialists at five elementary and four intermediate schools for the 2025-26 school year, Community Impact reported Sept. 14. The schools were chosen based on accountability ratings and test scores.

Elementary campuses improved by an average of 4.6 points, while intermediate campuses gained an average of 6.5 points, according to district documents. The district has not specified which assessment the gains refer to.

Several of the targeted schools serve Clear Lake-area families: McWhirter Elementary in Webster, Armand Bayou Elementary, Clear Lake Intermediate and Space Center Intermediate. Whitcomb Elementary, Ward Elementary and Stewart Elementary also received the support, along with Victory Lakes Intermediate and Clear Creek Intermediate in League City.

The specialists work directly with teachers. Campus-level specialists coach staff, lead root-cause reviews and carry out each school's support plan. District content specialists align instruction with broader priorities across campuses.

Every CCISD campus now receives that same level of support. Schools with greater needs can receive additional help driven by their own data, according to district documents.

The targeted gains add to a broader upward trend. CCISD's overall Texas Education Agency (TEA) accountability score rose from 88 to 89 on Aug. 14, and all seven high schools earned A ratings. Clear Lake High School and Clear Brook High School were among them. Superintendent Karen Engle said in the August announcement that the district's goal is to reach 90 or higher, a target she called well within reach.

District officials plan to present student data and learning outcomes to the board of trustees throughout the school year, with a mid-year goals review expected in January and an instructional systems update in February.
