Clear Lake Shores could keep its city property tax rate at zero.

The city council is scheduled to vote Tuesday, Sept. 15, on an ordinance setting the 2026 ad valorem tax rate at $0.00 per $100 of assessed property value. If approved, Clear Lake Shores property owners would owe no city property tax. The vote follows a public hearing on the proposed fiscal year 2027 budget, which opens the meeting at 6:30 p.m. at the Clear Lake Shores Clubhouse, 931 Cedar Rd.

Ordinance 2026-08 would adopt the annual budget covering Oct. 1, 2026, through Sept. 30, 2027, and authorize City Administrator Mike Kramm to carry out administrative actions tied to it. The full budget document was not posted with the meeting agenda, so specific spending totals were not publicly available as of Sept. 14.

The budget has been in the works since summer. The council held three workshop sessions to discuss the proposal: July 28, Aug. 18 and Sept. 1. The public hearing notice was posted Aug. 26.

Mayor Randy Chronister and council members Ed Waters, Rick Fisher, Jeff Terrell, Susan Baker and Mayor Pro Tem Amanda Fenwick are listed on the Sept. 1 agenda as the sitting council. City records posted before Tuesday's vote contain no public statements from officials about the budget's contents.

Beyond the budget, the council will consider appointments to four city committees. The Waterfront Compliance Committee has two positions expiring Sept. 30. The Planning and Zoning Commission has three open seats plus one alternate. The Roads and Drainage Committee and Parks Committee each have three positions to fill.

The council is also scheduled to discuss moving its first October meeting from Tuesday, Oct. 6, to Wednesday, Oct. 7, to accommodate National Night Out.
