Clear Lake Shores' Zoning Board of Adjustment will vote Thursday to adopt a final order on the appeal of CT Marine, LLC, a marine business at 280 Grove Rd that the city determined violates local zoning ordinances.

The five-member board meets Thursday, Aug. 6, at 11 a.m. at Opus Ocean Grille, second floor, 1510 Marina Bay Dr. #124. The sole substantive agenda item is consideration and possible action on written Findings of Fact and Conclusions of Law for Case No. ZBOA2026-001.

What's at stake

The city administrator ruled that CT Marine's operation at 280 Grove Rd does not comply with Clear Lake Shores' zoning ordinances. CT Marine, represented by Houston land-use attorney Justin Pruitt of Wilson, Cribbs & Goren, appealed that determination.

The ZBOA held a full public hearing on the appeal July 13, which included presentations from city staff, the appellant's counsel, public comment and board deliberation. Thursday's session is the follow-up to formally adopt the board's written decision.

The board will consider the written order "including any amendments" before voting to adopt it, according to the meeting agenda. A vote to affirm the city administrator's determination would mean CT Marine's operation at the Grove Road property remains out of compliance. The property sits adjacent to a marina and has heavy boat traffic and boat slip access, according to a commercial real estate listing.

The agenda was posted July 31 on the city's website. Once the board adopts its final order, any further appeal by CT Marine would proceed to district court under Texas law.
