The $8.6 million reconstruction of Blackhawk Boulevard is already tearing up pavement, and three more Friendswood road projects are close behind.

Workers on the Blackhawk Boulevard Phase II-C project have installed a 12-inch water line and laterals along the corridor from Pennystone Way to FM 2351 and from Thursa Lane to FM 528, Community Impact first reported Oct. 2. Storm sewer construction is ongoing, a 24-inch water line is expected to start soon, and pavement removal has begun. The city expects substantial completion in late 2027. Funding comes from the City of Friendswood Street Maintenance Sales Tax Fund, a Harris County Precinct 2 partnership, and water and sewer sources.

A $9 million street rehab in the Polly Ranch subdivision and along Windsong Lane is next in line. Crews will grind down and overlay pavement and make other repairs, all funded by the Street Maintenance Sales Tax Fund. Engineering consultant agreements are expected before City Council in October, with construction anticipated in summer to early fall 2027.

On Sunset Drive, a $4.1 million grant with a 10% local match will fund signal upgrades along the corridor, including converting the Briarmeadow Drive intersection from an all-way stop to a full traffic signal. A city capital improvement update presented at the September City Council meeting noted a kickoff meeting with the Texas Department of Transportation (TxDOT) took place Sept. 15. Surveying and environmental clearance are complete, and final design is underway. The project is funded through Houston-Galveston Area Council (H-GAC) grants.

The fourth project adds turn lanes at two FM 528 intersections. Dual left turn lanes will be striped on FM 518 at FM 528, along with a right turn lane near the new Golden Chick restaurant. A second southbound left turn lane from Sunset Drive onto FM 528 is also included. TxDOT awarded the combined contract in September, and the project is advancing through pre-construction. It is funded by H-GAC Carry-Over Spend Down funds.

The Polly Ranch engineering agreements mark the next council action among the four projects, expected in October.
