The Harris County Flood Control District is asking Friendswood residents to weigh in on a $32.4 million stormwater detention basin before the project moves from design to construction along lower Clear Creek.

HCFCD held a virtual community engagement meeting on Tuesday, Aug. 11, to present the design for the CI-62 Friendswood Regional Stormwater Detention Basin, a dry-bottom basin planned for district-owned land near FM 1959 and Blackhawk Boulevard. The district posted the full meeting recording and presentation materials on Aug. 17, including a YouTube video of the hour-long session, and is now collecting public feedback through the project webpage.

The basin is designed to hold more than 730 acre-feet of stormwater, according to a City of Friendswood drainage update presented at the February 2026 council meeting. That is roughly 238 million gallons. Designers chose a dry-bottom configuration to avoid disturbing wetlands and archaeological areas on the site.

Rough grading on the property is already finished. As of February, the project was undergoing a 50 percent design review.

The project is funded through the 2018 Harris County Bond Program, which voters approved on Aug. 25, 2018, authorizing $2.5 billion for flood damage reduction. The City of Friendswood, Galveston County and the Galveston County Consolidated Drainage District are partners alongside HCFCD.

The district said in its Aug. 17 announcement that community input plays a vital role in the project's success and thanked residents for participating in the Clear Creek watershed effort. The project is approaching the end of its design stage, according to the announcement.

Under the district's process, a formal Preliminary Engineering Report must go before Commissioners Court for approval before construction can begin. The Aug. 11 meeting fulfilled the required public engagement step ahead of that report. Residents can submit comments, ask questions or sign up for updates at hcfcd.org/Friendswood.
