Galveston County homeowners still living with Hurricane Beryl damage can apply for up to $90,000 in state-funded repairs or $75,000 in reimbursement.

The Texas General Land Office (GLO) is accepting applications for two recovery programs funded by a $555.7 million federal disaster grant. The agency allocated $244.1 million for home repairs and reconstruction and $43.1 million for reimbursements, KPRC 2 reported Thursday. Clear Lake Shores and other Clear Lake area communities within Galveston County are eligible. Applications are processed first-come, first-served until the money runs out.

In-person application help is available Saturday, Aug. 29, from 10 a.m. to 3 p.m. at Moore Memorial Public Library, 1701 Ninth Ave. N., Texas City. The Galveston County Office of Emergency Management posted the event details.

Homeowners must pick one program

Eligible homeowners cannot receive help through both programs.

The Homeowner Assistance Program (HAP) covers repairs or full reconstruction when damage is too severe to fix. Caps are $90,000 for a standard home and $175,000 for a historic home. A GLO inspector must verify at least $8,000 in storm-related damage. Approved applicants may also qualify for temporary relocation assistance of up to $7,000, one year of insurance coverage and hazard-mitigation elevation work.

The Homeowner Reimbursement Program (HRP) repays owners who already fixed their homes out of pocket. Reimbursements range from $3,000 to $75,000 for stick-built homes and $3,000 to $50,000 for manufactured homes. Repairs must have been completed before Monday, July 7, 2025, and applicants need receipts or paid invoices.

Texas Land Commissioner Dawn Buckingham told KPRC 2 that receipts are the key requirement. Applicants must prove their expenses with documentation and photos.

Who qualifies

Both programs apply only to a homeowner's primary residence. Second homes don't qualify. Household income cannot exceed 200% of the area median income. Homes in a federally designated floodway are also ineligible.

The GLO will subtract any prior assistance from the Federal Emergency Management Agency (FEMA), the Small Business Administration (SBA), the National Flood Insurance Program (NFIP), the Texas Windstorm Insurance Association, private insurers or nonprofit organizations. Federal rules prohibit paying twice for the same repair.

Residents of the city of Houston and Harris County are not eligible for these GLO programs. Those areas received separate federal allocations.

Local impact

Jada Garcia and her husband Porfirio, Galveston homeowners, told KPRC 2 they are still living with Beryl damage more than two years after the storm. A tree uprooted during the hurricane lifted part of their home, separating walls and flooring. They received FEMA money for spoiled food but no help repairing the house.

"It's news. We ain't never heard that before," Porfirio Garcia said of the GLO programs. "Nobody ever said nothing about them having that kind of money that we could actually apply for."
