Webster City Council will meet behind closed doors Thursday, Sept. 10, to discuss the city manager position, the sixth special session the council has called since July 6.

The agenda posted Thursday, Sept. 3 lists a single item: an executive session under Section 551.074 of the Texas Open Meetings Act for personnel matters related to the city manager. The meeting begins at 5:30 p.m. at City Hall Council Chambers, 101 Pennsylvania.

The council is scheduled to reconvene in open session afterward and may take action on items discussed behind closed doors.

The Sept. 10 session continues a pattern that began with a July 25 executive session on the city attorney. Since then, the council has held four additional special meetings focused on senior city personnel, all conducted largely or entirely in closed session.

The July 25 session started at 9 a.m. on a Saturday and addressed the city attorney. A second city attorney session followed July 31 at 6 p.m. On Aug. 8, the council met at 10 a.m. on a Saturday to discuss the acting city manager.

The Aug. 25 session, held at 5:30 p.m., was the only one in the series to add a second closed-door item: consultation with the attorney regarding pending litigation under Section 551.071. That session also continued deliberations on the city attorney.

No outcomes have been made public.

The Sept. 10 agenda refers to the "City Manager" rather than the "Acting City Manager" language used on the Aug. 8 agenda. Whether that reflects a change in the position's status is not confirmed in public records.

Another shift in city staffing is visible in the agendas themselves. Kerilyn Baseler signed the July 6 agenda as city secretary. Every special session agenda since then has been certified by Lacy McCracken as acting city secretary. No public explanation for that change appears in the posted documents.

The names of the city attorney and city manager under discussion have not appeared in any of the posted agendas. No minutes or action summaries from the five prior personnel-focused executive sessions have been published on the city's website.

A separate July 6 special session dealt with budget direction for fiscal year 2026–27 and was the only special meeting in the series not focused on personnel.
