Webster's City Council returns to regular session Tuesday, Aug. 18, with the proposed fiscal year 2026-27 budget, a tax rate that would cost the median homeowner an extra $21 a year and the unresolved status of the acting city manager all expected on the table.
The agenda posted Aug. 12 on webstertx.gov marks the first full council session since back-to-back budget workshops scheduled for Aug. 11 and Aug. 12. The second workshop was canceled, leaving the Aug. 11 session as the only detailed budget review before the regular meeting.
What the tax rate means for homeowners
The proposed rate is $0.37558 per $100 of taxable value, up from the current $0.37106. For the owner of a median-value home ($250,301 in taxable value), that works out to an estimated $940.08 per year, $21 more than the current bill of about $919.
Had the council chosen the no-new-revenue rate of $0.34535, that same homeowner would pay roughly $864, about $55 less than today.
The figures come from the taxpayer impact statement attached to the Aug. 11 budget workshop agenda, certified by acting City Secretary Lacy McCracken. The statement notes the numbers are subject to change pending the council's final adoption of the tax rate, which state law requires before the fiscal year begins Oct. 1.
Acting city manager situation
The council held a special closed session on Saturday, Aug. 8, to deliberate on "the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the Acting City Manager" under Texas Government Code Section 551.074. That was at least the third such executive session in 2026.
No public action has followed.
The acting city manager's status remains unresolved heading into the Aug. 18 meeting.

The meeting takes place at City Hall Council Chambers, 101 Pennsylvania Ave., Webster.
